Is it really that hard to make a short film? No not really, you just have believe that you can do it and get it done.
These guys have done a wonderful job, I wish I could hopefully be at that animation level next year. Practice and Persistence, that is the key to success.

Making something that's good is the hard part ;) Or perhaps its making something other people like is what's hard.. Isn't that the point of most short films, to entertain people?
If you're making a short film (or most other things for that matter), then you probably have a reason why you're doing it; for fun, practice, fame or money.. Whatever the reason, you should have a clear understanding of your own goal(s), that's the first thing you need to figure out before you start (have a direction).
Understanding your abilities is also very important, if your "over the top" ambitious and just can't meet the challenge(s) you set yourself and don't finish your project, the best outcome you can hope for is that you've learnt something. Its far better to set yourself some realistic goals and finish your project, then move onto the next project and aim a little higher. If your enthusiastic and confident and want to jump right into the deep end, this probably won't end well if your inexperienced, you might even end up de-motivating yourself when you realise what your trying to do is out of your reach.
So should you try and make that short film? Absolutely, just start small and work your way up :)
Jpeg makes a very good point. I was too ambitious with my short film and couldn't make it the way I wanted to because of time constraints, but I learned a lot from it.
I love "The Cat and the Juggler." Most people can't juggle normally, so I bet that was really fun to animate. Adorable film. I like the character design too, especially for the juggler. A real joy to watch. :)
